J1 Visa to H1b
I start a new work project in USA and I get the J1 visa.
not sure if I get the 2 years foreign home residency requirement.
How to get H1B while I am working on this project with J1?
can I exchange it while working on J1? and continue to work on the project?
Should I apply for the waiver as soon as I arrive there?

I thought you were applying for a B1 visa.
If an employer petitions for you to have an H1B visa and the petition is granted, you will need to either adjust your status to H1B or leave the country on your J1 and reenter on the H1B, depending upon the full facts of your present visa. I have no way of knowing if your J1 employer is interested in obtaining an H1B for you, if they'll be able to get labor certification, or if you would qualify under the labor certification.
If you're subject to the two year home residency requirement, you may apply to have it waived; so far you haven't given us any indication that you need a waiver, what basis you would assert for the waiver, or the facts you would present in support of an application for a waiver, so I can't really say more than that.
