My question involves paternity law for the State of: Pennsylvania
Can a birth mother give her child any last name she wants? Paternity has not been established and the couple was not married. She has given the baby the last name of her ex-boyfriend.

She can call the baby Gunga Din, if she so desires. The people at Vital Statistics will give her the side-eye for saddling a baby with such a ridiculous name, but that's all.
Thank you. She has still not requested a DNA test or formal child support (child was born in January). Should he initiate the testing? He has no desire to be a part of the child's life, but doesn't want to be hit with back child support payments years down the line if the mom changes her mind.
What a great guy.
Child support is generally retroactive only to the date of filing, not to the date of the child's birth.
