Is there any way to sue one's parent(s) for extreme abuse and neglect that left permanent damages to the child resulting in a mental condition that has denied the child of quality of life?

If there is documented proof of the abuse and the cause of the mental condition can be directly attributed, then perhaps.
The child/child's guardian/parent should have at least an initial consult with a local attorney and keep in mind the statute of limitations.

Actually, I think the OP wants to sue mom and dad for being bad parents.

If you've got a fairly good STACK of documentation of physical abuse, photos of injuries, police reports, CPS reports, or other substantiation such as witnesses that you told about the abuse at the time, you MIGHT have a shot at a case (again assuming you're within the statute of limitations). If the abuse you're talking about takes the form of strict discipline (not including physical abuse that crosses the line) or emotional abuse that doesn't include criminal activity, liklihood of any attorney even considering taking such a case is minimal, and odds of a successful case are about zero. Quite simply, so long as parents don't violate the law, or are not found by authorities to have placed the child in a state of neglect that was documented, parents are allowed to be bad parents, emotionally and verbally abusive, overly strict, etc.
If you can give us some better insight about exactly what types of actions you're talking about, and what was done and who was involved in documenting or responding to the abuse/neglect at the time, we may be able to provide better guidance.
