Minor Accident with Hold on My License
My question involves a traffic accident in the State of: California

Yesterday I was making a left turn in a small intersection during rush hour at an unprotected turn light. A bus was trying to make a left turn at the same time as me, and as we were both turning the car next to the bus (that I could not see) trying to go straight hit me. There is $1300 damage on my passenger side door, and her bumper is only slightly scratched.
We did not file a police report and I asked her not to file a claim yet because of the status of my license. It is currently restricted because I recieved an MIP, and I also have a hold on it because of a failure to appear.
Now that I got an estimate on the repairs for my car, I want to try to go through insurance. Is it possible to do it without getting the police/law involved? I know my license is still valid, but I am concerned that the hold and/or restriction is going to affect the situation.
I called my insurance company and they said that the only time that they check my driving record is during renewals, and they last renewed it in July so I know that my insurance is in effect right now but could they (or the cops) find out anyways?

Any advice would be greatly appreciated, thank you.

So she was oncoming traffic? You appear to be indicating that she had right-of-way going forward and you, turning left without first verifying that the oncoming straight-ahead traffic lane was clear, cut her off. What am I missing?
    Quote:

Quoting VC 22107.Turning Movements and Required Signals
No person shall turn a vehicle from a direct course or move right or left upon a roadway until such movement can be made with reasonable safety and then only after the giving of an appropriate signal in the manner provided in this chapter in the event any other vehicle may be affected by the movement.

    Quote:

    Quoting VC 21801.Left-Turn or U-Turn
    (a) The driver of a vehicle intending to turn to the left or to complete a U-turn upon a highway, or to turn left into public or private property, or an alley, shall yield the right-of-way to all vehicles approaching from the opposite direction which are close enough to constitute a hazard at any time during the turning movement, and shall continue to yield the right-of-way to the approaching vehicles until the left turn or U-turn can be made with reasonable safety.

    (b) A driver having yielded as prescribed in subdivision (a), and having given a signal when and as required by this code, may turn left or complete a U-turn, and the drivers of vehicles approaching the intersection or the entrance to the property or alley from the opposite direction shall yield the right-of-way to the turning vehicle.

Or are you talking about trying to get coverage through your own insurance policy?
