I Read of a Senior Citizens Restraining Order
:confused:My question involves landlord-tenant law in the State of: California, My neighbor is an ill, disabeled senior citizen that has a verbally abusive subtenant that has also locked her out of the laundry and abused the premises. She is unable to convince him to pay the rent OR leave. She is on disability so can't afford to retain a firm to evict him and that would take a month in any case.
What paperwork is required and whom shall she contact for this?

Check the website for the Clerk of Court in the county in question. CA courts have excellent online resources and most counties have the appropriate forms online that need to be completed and filed with the court, as well as brochures on common topics, like eviction. She doesn't necessarily need an attorney to reach a successful eviction, but she'll likely encounter fewer problems and issues if she at least gets one to look over her paperwork before filing it.
