So what?
That they're all over the place and cheap doesn't make it any less of a crime - notice that the warning clearly states that it doesn't matter whether money changes hands or not. Those that find themselves snared will have legal bills on top of the fines and potential imprisonment.

there are a lot of people that break a lot of laws. Obviously they are willing to run the risk of the lawsuit and mega fines if they get caught.
