Not necessarily. If police weren't able to articulate probable cause or identify an aggressor, it's POSSIBLE that a report was sent to the state attorney's office to see if they wanted to bring a charge. But typically you're correct, in most cases a DV-related arrest USUALLY occurs at the time.
