General Procedures for Appeal to District Court

In a nutshell, I am about to request a hearing in my small town regarding a supposed ordinance violation for parking a commercial vehicle in a residential area. Even though I think I have something to stand on, I am also not dumb enough to believe that I will win at the city level. I want to tie this up in litigation for as LONG as possible. I also want to appeal to the district where I might get a little more fair trial.
Any recommendations? I realize this process could differ a bit state to state, but I am going to guess that there are some standards regarding it. Who to ask, what to fill out, where to get forms, etc.
