Supervisor Handing Out Vicodin

Not sure whether this should be posted in here or the employment forum, but anyway...
My supervisor has a habit of handing out his prescription Vicodin to numerous employees. Headache? Have a vicodin. Menstrual cramps? have a vicodin. Bad day? Have a Vicodin.
Is there any thing anyone can do to stop this? It isn't exactly conducive to what I would consider a safe working environment but I don't exactly want to be some kind of whistle-blower.
Suggestions would be appreciated.

You can complain to his supervisor.
Trying to be nice will not get the problem solved.

Sharing of prescription medicine is illegal on the part of both the person sharing and the person receiving. Also to be taken into consideration that if he can hand it out so freely, he's obviously getting more medication than he needs (which makes it more difficult to obtain for those that truly need the medication). This medication has different affects on different people, making some sleepy, some goofy, and only relieving pain for others, so you are correct, this can make for an unsafe work environment.
