Increase in Child Support

The ex-wife has stated several times that she plans on petitioning the court every 3 years for an increase in child support. I thought there must be a change in circumstance to petition the court, like a change in income ratio or something similar. Is she correct in her thinking?

I understand you to be correct - that "it's time" or "it's been three years" won't be a sufficient basis of itself to revisit support. If she has evidence that you have received promotions, raises, or changed jobs, she may try to use that evidence to convince a court that circumstances have changed, as could a windfall (such as an inheritance) or a loss of employment. Similarly, increased expenses necessitated by the age or health of the child may justify review.
