Disorderly Conduct in Wisconsin

My 20 year old daughter was arrested for retail theft; it was amended to a charge of disorderly conduct and termed a violation of a city ordinance. She was told it would not appear on the Wisconsin Circuit Court Access site. She does not remember exactly why it would not appear but thinks they said it was because of the way ordinance violations are reported in the city in which this occurred. This does not make sense to me and a quick check of the WCCA site says that all ordinance violations ARE reported due to Wisconsin's Open Records Law. However, it has been several months and it is still not appearing on the WCCA site.

was the final charge a civil infraction rather than a misdemeanor crime?

The stipulation and order says that she pleaded no contest to the amended charge of Disorderly Conduct, a violation of City of Brookfield Ordinance 9.08.010.
