Is Hitting a Parked Car Unsafe Lane Changing?

Drove over a wanky piece of road which made my car sorta bounce into a parked car. Cop gave me a ticket for CA 21658(A) Unsafe Lane Change. I didn't change lanes. There was no lane to change into. How could I UNSAFELY change into a lane that doesn't exist?

How do I fight this?

I will absolutely own up to that. Between the wanky road and a momentary distraction, the car moved a little to the right. So how do I fight this?

21658a requires you to unsafely change from one lane to another lane.
