Shoplifting on Naval Exchange

I posted a question on here awhile back but there have been a few updates. I was caught shoplifting at the NEX on the Naval Base, when I was caught I complied and I was completely helpful as to why I commited the crime I did, the value of the item was 17.99..It's more embarrassing that I stole an 18.00 item rather than getting caught honestly. I was told I would receive a court date in the mail, however instead of a court date I receive a letter from the Naval Service Command demanding $200.00, which is not the problem.

Will I still face a court date if I pay the fine?

If I do face a court date, if you were in this situation, WHAT WOULD YOU DO? (I.E; plea guilty, not guilty etc..)

I hope someone can help me out here!

Plea not guilty and ask for a public defender. Not to mention, if you are a employee at Navy Exchange, you will be terminated.
