Visiting While K1 Visa is in Process

Is it advisable for my fiance to visit the US while a K1 Visa is in process? The reason I'm asking is that it has been tough that we have been apart for over 5 months and only recently I could apply for the K1 Visa.

Another 6 months is going to be hard. Can she stay here on a VWP for 90 days and then she goes back to her home country and wait till the process is finished.

Then we would only have to wait 3 more months instead of 6.

Attempting to enter under the visa waiver program after applying for a K1 is a gamble - your fiancee runs the risk of being turned back at the border. It's basically at the discretion of the immigration officer.
