Locating My Ex-Husband for Consent to Adoption

Long story when I was younger I got married and was seperated from my husband. In that time I got pregnant (not by my husband). I was in a really bad time in my life and I am unaware who the actual father is. My ex husband was automatically added to the Birth Certificate because we were legally married still. In our divorce agreement he agreed to a step parent adoption as long as I did not ask for child support or alimony. Which of course I haven't.

My husband who has raised my daughter from when she was a baby wants to adopt her but my ex husband does not respond to any messages and will not tell me where he is.

What is my next step??? This has been almost 8 years!!!

Another very important question-

If he did agree to a step parent adoption and it was included in the decree, why wasn't the adoption done right after the divorce?
