22349(A) Violation Citing LIDAR

My husband received a ticket citing violation of 22349(a), a Lidar unit was used.
However, the officer indicated that a officer in a separate vehicle "clocked" the 81 mph in a 65. The officer who "clocked" the speed was in a completely different patrol car, did not approach our car, did not even get out of his car to show the Lidar to the citing officer. Can the officer who wrote the ticket cite the use of Lidar if he was not the one using the Lidar unit?

Yes, but they both must show up to court if you contest it. Also, you have a good argument that the Lidar cop may not have been able to positively identify your car to the citing cop since he never showed up on the scene.
