    Unhappy UI First Extension Denied

My question involves unemployment benefits for the state of: California

I received a denial notice today stating "your claim for the emergency unemployment compensation extension is not allowed on your regular claim dated 8/16/2009......because you do not have earnings in excess of 40 times your weekly benefit amount or 1.5 times the highest quarter in the base period of your regular claim dated 8/16/2009"

I thought the first claim is suppose to last 26 weeks, but how come mine ended in 21 weeks?

I worked from 11/16/2008 to 08/16/2009, please tell me if there is anyway to appeal this?
If anyone has any insight or experience with this please shed some light.

    Read this.
Quote Quoting How long do UI benefits last?
A claim is effective for one year. During the year claimants can receive from 12-26 weeks of full benefits. The number of weeks varies, based on total earnings during the base period (an individual's earnings during a 12 month period). During periods of high unemployment, additional benefits may be granted by Congress, or the State Legislature.
Also read the information on base periods in this document.
