There are ways of getting back credit, and almost none of them are calling PennDOT and asking for it.
1st some fun facts.....
When you had your license suspended you received a letter asking specifically for ALL license products. It even states on this letter to turn in any duplicate licenses, camera cards, and motorcycle permits. If you can not turn in any of those products for any reason it directs you to fill out form DL16. (it sounds like you already did that, but if you need the form just ask)
Have not filled out a DL16, because I just learned that they do not give credit for the original license, even if it is in their possession. I didnt have the duplicate in my possession.
Going back a year to when they took the license from you in court, what did you do after that time? Did you get a NON-Driver ID card (photo ID)?
Yes Did you move?
No If you moved did you update your address with PennDOT?
Have there been any violations (tickets) since the DUI?
No
Answering the above questions will make it easier for me to guide you if you have a chance of getting credit.
You can try writing to PennDOT and asking for credit to be granted because you absolutely knew about the suspension. (probably won't work)
You can request an administrative hearing and request it then.

You do NOT want to go there on your own.If you don't know what you are doing they will kick you out very quickly.
Other than that you can look into a
Work License if it was your first DUI and there were no other disqualifying violations.
