H1 Stamping 221(G) Issued. Can We Go for H4 Stamping

My husband is on H1B. His visa has expired, but he has an I-797 extension. We had travelled to the home country(india) and had been for visa stamping. Now he has been issued a 221(g) slip , a query on H1-B. I am in USA on H1-B. Now ,my question are : 1) can my husband go for his H4 stamping and travel on H4 to USA ? And later get his status change done ? 2) Since 221(g) has been issued for H1-B, will there be any problem when he goes for the H4 stamping ? 3) Will there be a problem when he is getting his status change done from H4 to H1b due to the 221(g). Please help

It appears that you want to bypass the administrative processing for the 221g by his returning to the US on H4 and then filing for change of status to H1B. He needs to have the processing resolved to return to H1B.

The query on H1B, is he has been asked to submit a client invite letter. But, he being on bench doesn't have a client letter. Now, his employer says, we can answer the 221(g), with a internal project letter, what is the chance of getting the H1 visa approved? What if he comes on H4 and attend Job interviews and after getting selected into a project , can he answer the 221(g) with a Client Invite letter , from within USA ? what are the chances of him getting his H1B Visa ? Please help.
