Getting Rid of Stored Property - How Do I Protect Myself

My question involves personal property located in the State of: California

My mom and I live together and in October 2009 she allowed one of her friends to live with us for two weeks. Now she never paid us rent nor did we ask, we never had any sort of written agreement at all. After she moved out (about 2 1/2 weeks later) she left all of her personal belongings here in our garage. She said "I'm getting a place in a week or so i'll come get my things then." So weeks, and months have gone by and she will not pick up our phone calls, will not return our messages, will not talk to my mom at all and we still are storing her stuff in our garage. Legally if we were to get rid of it could she sue us? Could we possibly have to pay for her stuff if she finally decides to come and get it and we have already gotten rid of it? And what forms or papers can we provide her with giving her fair warning that we are getting rid of her property? Thanks for the help

Send her a notice, certified, RRR, notifying her that she must pick up her property by a certain date (give her at least 2 weeks, better to give 30 days), after which time it will be turned over to the police.
