My question involves personal property located in the State of: Washington

My new boyfriend's mom, living in Virgina, received a ticket in the mail for a toll charge on his car, he is in Kuwait in the army almost a year now. She contacted me about it and this was when I found out that his ex has his car and other various items. I was under the assumption his car was in storage due to the fact he is in Kuwait..we met online. So I got the girls number and called her and asked her to return his stuff, very nicely I might add even though I wanted to vomit!! She had no problem with that. Then ofcourse she had a issue returning it all the next day. The car is in his name and she was just to hold on to it until he could get someone to get it all or when he returned. They broke up a month into his tour to the Middle East! He was between a rock and a hard place. Now it has been a few days of her sayin his mom and I are harrassing her and now says when she gets good and ready she will return it. The car is a new vehicle that he has paid on the entire time and pays insurance on...he and his parents want me to get the stuff. He is afraid that if he makes her mad she will destroy his property. This girl seems to be in complete control of this situation. Im so frustrated and angry but I am tryin to help him any way I can.
