Information for Starting a Business-Charity Organization

My question involves business law in the state of: Arkansas

I am considering starting a company similar to TOMS Shoes. It will be a clothing company where half of the profits would go to a fund set up to help families with terminally ill children.

My question(s) is/are:
Do I need to register this organization with the state?
Do I need any particular license?
Is there any other info you think I need to know of?

I dont know where to start, so I figured here would be a good stepping stone.

Presumably you would want to incorporate. You would need all of the requisite business licenses and a sales tax license for your enterprise - read this and this, for starters. Giving away half of your profits isn't enough to make you a non-profit, and even less tax-exempt.
