Default Insured at fault, other has no insurance

rear ended a car and was my fault i am fully insured full coverage.

the other person has no insurance.

his damages : under 500$ (scratches)
my damages: relatively none, looks like license plate did absorbed it

since he is not insured and it is under 500$ i am not obligated to pay for damages even tho it was my fault?

second if i Report it to my insurance or file a police report, that person would get his license revoked for 1 year in addition to a fine?

so far the other party has not contacted me requesting me to pay damages as of yet, i think they are afraid i may get his license suspended.

Basically, I pay my insurance deductible of 500$ to repair both mine and his car (even tho its under 500$ in damages) and the insurance will report him to the dmv for no insurance and would lose his license correct?

or we both let it slide and pay for our own shit since its under 500$.

is there anything i should be worried about or i should do? i really dont want him to lose his license since it was my fault but i also dont want someone to get hurt in the future by him if he runs over a person without insurance for example

If nobody wants to make a claim, and nobody called the police, there's not much cause for concern. I doubt that the other driver is going to go to the police given that he has already expressed that he is not going to make a claim, and given that he would have to admit to operating an uninsured vehicle.
