Default Working a different job in a different area on a J1 visa

I have a friend who has a J1 to work at a beach for the summer. She is a student and it is a beach where they hire many international students. Yet, despite the job waiting for her there, my friend wants to live with me and work in a major metropolitan area. (By the way, she is not an au pair)

Is it legal to work for a different company and in a different area with a J1 that is for summer workers in areas that need temporary nonimmigrants to fill jobs?

    Thank you for your help...

She should find an employer willing to sponsor her and offer employment in the locatoin where she wants to work, and get a J-1 visa to work for that employer in that location.
