I am a permanent resident since 2007. Worked and lived in the US during 2007-2008. In May 2008 I was asked to participate in a humanitarian mission in country X. (I did this for an internationally well known organisation for 10 years before coming to the US to live).
Before I left the States, I filed for a re-entry permit and didn't do biometrics. My US mail goes to a colleagues address and she has not received any correspondence from USCIS. I have no case number to follow up. In the re-entry application I asked USCIS to send the permit to my local Embassy.
The Embassy in X does not have a re-entry permit for me, obviously and are asking me to follow up with USCIS. How?
Would this be a case for an I-191? If so, where could I file it? Obviously I cannot enter the US.
"USCIS Local Office with jurisdiction over the permanent residence of the alien." says a website, but what does this mean? The closest local USCIS where I was living before I left the States?
How long will this process take?
