You are required to either show your registration paper upon request, move your vehicle or put some change in the meter.

If you cannot show your registration paper then you could be cited. If cited, you might be able to get it dismissed by providing proof that the placard is in fact yours... But why go through the hassle? carry your registration paper in the car/with you at all times.

Yes... And even if he isn't, and assuming he can cite you, why put yourself through the hassle? Again, carry your registration paper in the car/with you at all times.

As a side not I posted this in this section because the man mentioned above ticketed me later when I was not in the car for expired meter parking, even though my placard was clearly displayed- which as another note he could not contest because he wrote the placard number down on the citation, after I "moved my vehicle" as he requested, left went home got my registration paper came back and parked in another metered spot in the same lot.
I don't think its a matter of him disputing who the placard was registered to. The point is, you're supposed to provide proof that it IS in fact your placard upon request. Without such proof, you can (and obviously did) get cited.
I am right 97% of the time... Who cares about the other 4%!
