Restraining Orders

How would a restraining order work on an underage minor who is in contact with an adult? The adult rings them a lot and might be using the internet to talk to them as well. The minor loves talking to them and doesn't want to stop. Does the minor have any say on the order, like chance to say it is or isn't harassment? Is it possible for an order to be taken out on the adult even though they live 2000+km away in another country? Can the parents just ban cos they want it without any real proof of anything, only just that they don't want it or feel they should protect the minor? What would the police/courts do about this? I presume the adult would have to be arrested in their home country and brought abroad? No idea how any of this might work and they are NOT in this country to do anything at all illegal. Advice pls.

The international aspects complicate things. A local court would not have jurisdiction over somebody in a foreign country, so as to enjoin them from engaging in online activity. Further, you have not identified any action which would be inappropriate, let alone criminal (which, of course, is not to say that there isn't any such action - but you haven't described any). If they are violating the laws of their home country, you can try making a police report to the authorities there, but they may not be able to act on the report without your availability as a witness.

It sounds like the most expeditious approach would be for the minor's parents to impose restrictions on the minor's use of a computer.
