Question Failure to Obey Traffic Control Device in Georgia

My question involves a traffic ticket from the state of: GA

I was in the city limits of Lawrenceville, Georgia when I entered the left turn lane, but immediately realized that I should have proceeded straight, so I turned my head to ensure no one was coming and I pulled out of the left turn lane and proceeded straight. Then I was pulled over. My questions is two-fold, first I presume a white line is considered a traffic control device. Second, when I researched the statue 40-6-20 for the state of Georgia it clearly states that the maximum fine shall NOT exceed $70.00, but upon contacting the City of Lawrenceville they stated the fine is $105. Therefore, I am contemplating on appearing in court to question the amount of the fine and to plead Nolo. What is your advice?

Hmmmm. I would think that there must have been a "left lane, left turn only" sign. However, it was most likely a "left arrow" traffic light. What statute were you charged under? If it's 40-6-21, you might be able to get off.

Where am I going? And why am I in this handbasket?
