Waterline Easement

My question involves real estate located in the State of: washington
my neighbor has a waterline easement going through the middle of my property. he is digging it up to put in a new line. he started at one end 3 days ago and dug 25 feet, its apprx. 80 ft total. and left it, he came back today and started at the other end and dug 25 ft and left it. is there any legal time limit to him digging this up and getting it done or can he just leave this ditch open. I have animals and grandkids that are here all the time. he has put caution tape around it. any help would be appreciated

he wont give me a time he just tells me he has a right to inspect the waterline and replace it
