Items on a Shared Drive Way

I live in queens county ny and have a shared driveway/easement . I keep my garbage cans on the side of my front porch pushed up against my house and my neighbor for the last 4 months pulls his car into the driveway and to the rear of his house and than pulls it out again in the morning with no problem. The other day I came home and he moved my garbage pales onto my front porch and disconnected my garden hose on the side of my house and threw it in my backyard claiming he cant get his car in because these things are in the way. He also claims it is a fire code violation. Is there any validity to that claim or to his claim that I can not keep two small garbage cans on the side of my own house along with a garden house neatly coiled in a holder up against the side of my house?

I'm also in NY.

According to the building inspector in my town the Full deeded width of the ROW needs to be kept clear or he could issue fire code violations to anyone parking or having anything within the bounds of the ROW.

As far as a fire code violation it's not a case of can your neighbor get his car through but could a fire truck or other emergency vehicle get through?
