Murder with Specifications

anyone know what with specifications means? someone i know is being charged with 2 counts of MURDER WITH SPECIFICATIONS. but only 1 victim.

I believe specifications means it will/can be a Capital murder charge, meaning the death penalty can be sought. The state is unknown, so the murder statute can not be looked up.

I live in Ohio also.

It means that there are elements of murder which elevate it to aggravated murder, thus eligible for the DP.
