Default Name On Social Security Card Does Not Match Birth Certificate

My question involves name change laws in the State of: California

I am trying to help my friend as she is very upset and does not know exactly what to do.

Her daughter just turned 18 and graduated, and now is trying to get a state ID. Her birth certificate was changed when her parents got married which was 4 years after she was born, to her father's last name, which on the original birth certificate it was her mother's maiden name. The social security card still has the mother's maiden name, and for some reason was never changed when the birth certificate was changed.

As you know CA requires 2 forms of ID to get a state ID. They have gone to the SS office to get the name changed, but they said they require the original birth certificate and the court order of the name change. They never got a court order, but the father tried going to the hospital of her daughter's birth to get the original birth certificate; they would not release it to him. She has told me that they were treating her daughter's original birth certificate like an adoption.

So, the question is how could they go about changing the daughter's SS to her birth certificate name? Would a marriage license plus the current birth certificate be enough to change the name on the SS card?

This is a post that really needs to be made by your friend, because the questions I have you can't POSSIBLY answer in order to give you an answer.

Mainly, how on earth were they able to amend a birth certificate 4 years down the line in the State of California without a court order (which is illegal). Something about this "story" your friend is telling isn't kosher.
If you wanted babies all to yourself, you should have created them by yourself. Until you do that, children have the right to BOTH parents, especially since you found them suitable to procreate with.
