Offense Description and Statute No Doesn't Match

In the ticket,

Offense description says "Leaving scene of accident", Statute code is "Illegal U-turn" (looked up code in google). Offense occurred on dead-end street (parked car), I doubt there was any damage other than scratch.

Did officer make a mistake or gave a lesser statute because there wasn't much damage? or perhaps he's trying to list 2 offenses in one ticket ? what will court go by - statute code or offense description ?
