My question involves vehicle registration or title in the state of: Maryland
I have a 2005 crf50f honda dirt bike that is a four stroke. I want to street legalize it in this state (Maryland). I have heard of others who have done it and someone at a bike shop told me they had someone come in with one. Another manager there said it needs a clear title. I only have a Manufacturer's Cirtificate of Origin. On this paper towards the middle it says "THIS VEHICLE WAS NOT MANUFACTURED FOR USE ON PUBLIC STREETS, ROADS, OR HIGHWAYS." I want to modify the bike (larger engine, DOT tires, DOT head-brake-turn signals-mirror, and register it/get a license plate) Even though the MCO says that can i still get a title or do anything that would allow me to street legalize it?

if its not possible to plate in the state of maryland, does anyone know if it would be possible to do in another state such as West Virginia where the laws aren't as strict or hard to get by?
