If he's established as the legal father, and they think they have a case to do so, they can petition for guardianship. If he's not established as the legal father, they can do the same thing and ask the court to order DNA testing.
Not liking dad, or not wanting him to raise the child, won't be sufficient to get guardianship. Petitioning for guardianship and losing is often a good way to convince the other parent to deny access to the child. This is best done in consultation with a lawyer.
