Statute of Limitations for an Arrest Warrant

I WOULD LIKE TO FIND OUT THE STATUE OF LIMITATIONS FOR AN ARREST WARRANT IN CALIFORNIA. THE CASE IS A 20 YEAR OLD DRUG RAP.THE SS ADMIN HAS STOPPED GIVING MY 68 YR OLD FATHER BENEFITS BECAUSE THEY SAY A WARRANT HAS APPEARED! CAN YOU GIVE ME SOME INSIGHT,TRIED THE CA PNAL CODE.BUT MY GOSH IT WAS LIKE TRANSLATING THE CODE OF HAMMARABI.THX.

The statute of limitations stops running once the charge is formally filed. So if there is an arrest warrant, from its date of issuance forward the statute does not run.
