Default Slander; libel or defamation of character

I met in person with our county commissioners to discuss the county noise ordinance. Trying to prove that our neighbor is unreasonable I did not use his/her name but I did say that he had a barking dog and when we complained, he told my husband that he shout his dog in the head. It is now probably written publicly in the minutes. Am I subject to libel, slander or defamation of character.

Did you tell the truth? Have you been threatened with litigation?
