Did they say WHY they were unwilling to take a report?
Did she ask to speak to a supervisor? If not, she needs to do this asap - the more time that passes between the incident and the report, the harder any followup will be.
She can also go to her doctor or the hospital and tell THEM what happened and let THEM call police to take the report (harder for police to blow off the incident when more people know about it). Medical attention is also important not necessarily because she NEEDS it, but because of it's value to have any injuries, marks, etc. documented by a third party.
