I'm not making any recommendations, but just to comment on where to start looking.
I read the local Chinese language newspapers here in New York, including the World Journal, as well and Sing Tao. The classified's sections for both papers are filled with (too many to mention) ads from law firms, with staff speaking Chinese, of all dialects.
There's a web version of the World Journal:

and the LEGAL section is:

On the right side of this, a section called 律師事務所, (for those not reading Chinese, it means Law Firms), is a listing of cities or states, and if you click on each of the locale, law firms practicing in them, with links showing their addresses and contact numbers will appear. These are mostly in English. You didn't say if you can read Chinese, but I'm assuming that you do.
Ads won't tell you if they are any good. Another way is if you can get hold of Asian advocacy groups, and they can probably point you in the right direction.
Just add to my earlier post, if you use this search term to Google:
律師事務所 + "Orange county"
You'll find quite a few hits of law firms with Chinese language listed. Hope this helps. Some of the Websites has a Chinese version.
