Uninsured Car Rear-Ended Me and Won't Disclose Info

My question involves insurance law for the state of: California

I was rearended by a driver on a California interstate who claimed he does not have a license or insurance and who refused to tell me his name or the passengers names. They are very likely illegal immigrants from Mexico. I have the car's lisence plate number.

There is about (estimating here) $2k of damage and I have a deductible of $1k. Anyone willing to help me understand what I should do here?
