My question involves a parking citation from the state of California: I have handicapped plates on my car, but parked 100% on the blue cross-hatch lines next to the handicapped spot. There was plenty of room and I blocked no one's access into or out of any handicapped spot, should one become available. I never dreamed my fine would be the ultimate of handicapped parking fines of $415! My first appeal suggesting being fined for Non-"Compliance With Signs" or "Posted No Parking Anytime" has been denied. (Not to mention I got laid off in February.) Now I've had to pay the fine in order to have an Administrative Hearing. Please, any suggestions? Any hope?
