With all this economic mess and job losses, can the people who owe probation fines and unable to pay them go bankrupt and put them on bankruptcy and bankrupt on them, along with the other things?

Generally, no, probation fines/restitution are not dischargeable.

Agree, bankruptcy does not discharge fines or other conditions of probation.
