Seller Does Not Have Car Title, Private Sale

My question involves a consumer law issue in the State of: VA and MD

Hi,
I live in MD and the seller is in VA. The seller is selling his car to run his moving company. He needs money because it is slow right now and will pickup between May - October (about $6000 a month). He does not have the title yet and the payment condition for this car:
$15,000 first payment and $1,000 monthly 3 months till paid off.
Title deliver after all payments made.

I am not sure if he will get the title to me by June. What steps do I need to do? or I should avoid this deal.

If I was in your position, I would RUN away from this deal as fast as I can. Go buy a car the right way , this is just setting you up to be scammed.

Agreed, the seller of the car does NOT own the title, he is using the OP for a loan which he probably will not be able to satisfy in 3 months to the bank.

Again, RUN from this deal.
