Can My Brother Become My Guardian

\I'm 14, turning 15 in August, and my big brother is turning 16 in June, and he's trying to emancipate himself, BUT i cant until i'm 16, but he wants to see if there was a way to make him my guardian, and i can move in with him, so i dont have to live with my mom when he's not here too.
Can he do that?
Is Emacipation free?
Will he have to get my moms consent?
