Deed Transfer

I have a friend who is several years behind on his property taxes. I would like to help him out and have him sign over his deed to me and use the property as collateral for a home equity loan to pay the back taxes and for improvements. I'm not sure how to go about this though. I'm not even sure if this is possible. Please help, I am in Texas.

So your friend wishes to give up any interest, equity, ownership, or right of possession to this property? (Just to be clear.)

He can sell you the property, or transfer it to you on a quitclaim deed, subject to the existing liens. You can then do as you wish, although as you note it would be wise to resolve any tax liens and back taxes.
