Evicting My Brother

I live in Va. and my mom has alzheimers and had to be put in a home, I'm the one out of 4 children that has to watch out for her, I got guardianship. My brother lives in her trailer and pays the lot rent and he has put up no trespassing signs and a padlock on the door so my key won't fit. I'm so mad, do I have the right to go on the lot when he is the one paying the lot rent even though I have the rights to the home? What are the steps to evicting him?
