I am conducting legal research for the state of: Tn

Hello I'm an employer and I've been recruiting this gentleman for 1 yr. Today he said he wanted to join my team, but he said his current employer paid him cash and gave him a 1099. I asked why and he stated that 10 yrs ago he got in debt w/now ex and was afraid there were judgements against him and was afraid to put too much in the bank so if the creditor(s) levied he would have some money, and was afraid of garnishment. Is there a way he can find records online or go to the courthouse of the county he lived in at the time and research it. He's very talented and I want to hire him, but I won't if he can't be on our payroll. The debt was credit cards and a finance company for about 18k in 2004

Yeah the courthouse has a computer to view public records just FYI.
