It means that the police placed them under arrest at your request as it was a misdemeanor not committed in their presence. So, you will have to go to court to testify.
As to the charges, I don't know - I wasn't there and don't know what happened, but I suspect it was for misdemeanor battery with PC 242.

There is no standard time. The arraignment may take place in about 3 to 4 weeks, and trial might be set after that if the DA pursues it.
