Default Trying to Add a Third Person to Lease

My question involves a roommate in the State of: PA

I am in the process of moving out of my apartment, and I have found someone to be added to the lease to cover my half of the rent for the remainder of the lease.

However, like most landlords, they require that both of us sign a letter saying that the third person is authorized to be added to the lease. If my roommate refuses to sign this letter, what are my options?

If I do not pay rent, and he tries to sue me in small claims... would I be able to use the argument on the basis that he did not allow a reasonable tenant to be added to the lease?

The landlord is doing a credit and background check on this guy, so if he's approved then there would be no real reason for my roommate not to sign the letter.

Thanks in advance for any help.
