What Statute Did My Father Break

My question involves a traffic ticket from the state of: Illinois

My father speaks poor English. He received a traffic ticket in the Village of Wheeling. I wanted to check what the police officer claims my father did wrong by referring to the part of the municipal code written on the violation, but I could not find anything.
The municipal code for Wheeling can be found on http://www.wheelingil.gov/ReferenceD...deFrameset.htm but there is no section 9-5, nor 11-901. Am I looking someplace wrong, or is the cop making stuff up? All of this occurred on the last day of the year.

I would infer that it references this one:

(a) When 2 vehicles approach or enter an intersection from different roadways at approximately the same time, the driver of the vehicle on the left must yield the right‑of‑way to the vehicle on the right.

(b) The right‑of‑way rule declared in paragraph (a) of this Section is modified at through highways and otherwise as stated in this Chapter.

Thanks a lot. But my father was turning right on a red. No pedestrians (which the statue does not even cover), no cars. It doesn't sound like this statue applies in his case, does it?
